I think he meant that the smooth side will stick to the glass and due to the water pressure, cannot be removed perpendicularly. Need to slide the card to the top of the tank before you can remove it.

If the pop-up numbers on the side facing the glass, there is a space between the card and the glass and you can remove it perpendicularly when you accidentally "stick" it to the glass.
