hi i plan to transfer my betta from its current glass container to a mini tank.. i just wana ask.. is it alright to add a bio filter in the tank? and also can i use stress coat, stress zyme for the water to house my betta?

I'd recommend a small hang on filter and no to the stress chemicals. Just fill the tank, let the filter run for a day and pour the betta in.

would adding ocean free blackwater and some salt help?

Blackwater yes, no to the salt. In fact, unless your fish has fungus and is dying, salt is actually BAD for them. A fish in salt is like a human getting a fever. It's the last resort the body/owner has.
