cycle before adding rock?

hi i just wana ask.. anybody add in water first to cycle the tank before adding in decor (rocks NOT plants).

add everything, then fill with water. Let it cycle

I believe that doesn't have big impact as cycling is mainly to give time for beneficial bacteria to colonize before adding any bioload.

For me, I will just set-up everything nicely including rocks & everything before cycling.
