Has anyone come across a 70W MH pendant? I do not want to get'the 150W one as I intend to set up something low light and also I fear for my electricity bills!

You can use those regular shop light MH pendant/fixture, I'm sure there are plenty in Singapore. You may want to check those industrial/commercial lighting suppliers for the right fixture for you. Be warned though most of such MH system utilize magnetic ballast which may emits a slight buzzing sound when operating.
Personally (esp when you mentioned lower lighting setup), I'd hang the MH fixture a bit high (40+cm) from water surface and use it as a full blast lighting for peak photoperiod, limiting to just 3-4 hours a day. The rest I'd use T5 or PL at regular height. I've had my share of lessons by using high light MH for the whole day (8 hours)... not so easy to control compared to limited full blast method.
Is it not 100V in Japan? Many electrical items I bought from Japan is rated 100V and it don't work well in US due to the 10V difference. ranmasatome, care to enlighten since I guess you are located in Japan.
In regards to 70W MH, the fixtures are available in lighting shops, epecially those more mature shops around lavender/sungei area in Singapore. The housing looks like heating lights for local food stalls selling assorted dishes with rice.
However do note that the kelvin ratings for 70W bulbs are pretty limited.

I do have a pair which is using some HQI bulb, the wattage are interchangable btw 80 watt and 125 watt.
