I believe I have seen this plant being sold in a potted form in one of the LFS, however was suprise to see it (my specimen) on the ground submerged in water near my residence. What plant is it ? Is it terrestrial or aquatic?
It do looks like some form of Hydrocotyle to me?

I'm guessing you're asking about Pennywort. If so, it's Hydrocolyte verticillata, if I'm not wrong (that Pennywort is H. verticillata).
Update: just saw your updated pictures... that's not what I thought you were asking about. But it does look like some form of Hydrocotyle.

It looks like the indian pennywort (Centella asiatica, see http://www.henriettesherbal.com/pict...siatica-1.htm), which is related to the Hydrocotyles but not an aquatic. you can find them growing wild in shaded spots like underneath roadside trees or the edge of fields and open grassy patches.
