Both are not good.
They can grow to 30cm and 40cm respectively. So are not considered as small.
For L27, if you have plants and wood, they will disappear and create alot of poo. Panaques should preferably be kept in bare bottom tanks so that cleaning will be easier since they are pooing machines.
For planted tanks, you can go for Ancistrus sp, Hypancistrus sp or the Peckoltia sp small types of plecos where they will stay relatively small (below 18cm for most).
Also to add, when buying plecos, do check the type of foods they eat. Some plecos do not touch algae at all. As they are carnivores. However, most are omnivores with some more to meat and others more to vegetables.
