Harvesting is easy, simply pluck. But since its on driftwood, you've got to take the whole thing out and redo the whole thing.
I believe its your first time planting riccia? Careful, overtime, it can become a weed, those that stay on the surface of course.

jus give it a nice haircut and u can either throw away or retie them to cover yr tank
simon, u mean just cut at any part of the plants? & those can be re-grow again.
will not harm the plants?
