For shops, they are usually representing the area they are in and the block numbers for convenience. For example C328 is actually referring to the LFS in Clementi Blk 328. And Y916 referring to Yishun Blk 916.
As for plecos, the L-number system is a system conjured up by the Germans in DATZ as the number of new species of plecos not yet described by scientists are getting larger by each passing day. So to make the tracking easier, they formulated this L-number system.
There is also the C-system for Corydoras and the A-system for Apistogramma. These number systems are all formulated by DATZ and are used by hobbyists all over the whole although the A-system is not yet popularise itself here locally as yet...
