If you do the EI method or does not dose the lean way, everything points to CO2 other than poor water circulation in that particular area.

Take out a frond and see whether you could pull out the black stuff off the moss leaving the frond intact. If you are able to do so, it is algae and read more about fert/co2 management from this thread.
Blackout will help. If it is an isolated piece of wood the moss is on, place it in a tub with slight water and cover it tight. Leave it in the cupboard for a week or two.
