Hi Adrian, sometimes the plants sold as Dwarf Sagittaria may also grow tall to the water surface if condition is right.
Maybe you can also try Echinodorus quadricostatus which resembles Dwarf Sagittaria and really doesn't grow tall. Teo Farm has them.

I used to keep d.sag, but they really grow like a weed..

maybe tenelus might be better..
