Damselfly nymph, they feed on aquatic animals such as other insects, tadpoles and occasionally fish. Net it out if you do not want your shrimps to end up as food.

How does it get into your tank? The damselfly flew into your house and looked for a place to lay eggs. Your tank is the perfect place.

Eggs turn to nymph and nymph turns to adult damselflies. Read the link I provided on the life cycle.

If you bought new plants recently, it could be introduced together with the plants. Then usually, you will have only 1. If you had a damselfly laying eggs in your tank, you might want to look out for more than 1 of the nymphs...

But, just remove them as they hunt quite actively...

No idea actually. Could be lots.

If you are still finding nymphs in the tank, maybe you want to consider restarting the tank from fresh and not resuse anything from the old tank. Otherwise, have to be vigilant and fish out any that you see from time to time.
