Suggest buy one pack of shrimp to try first. And remember to acclimatise them to the tank -- this is very important as the shrimps are quite fragile in new enviromnent. Don't stress them.
The algae got an upper hand in a new tank because of nutrient imbalance. You may have too much nutrients in the tank but your plants have not settled down yet. Some fast growing plants can help. I usually like to use fast growing floating plants like FrogBits or Salvinia as they are easily removed. Free-floating Hornwort works as well.
After a while, your plants would have adjusted and you may even see less spot algae growing on the glass even with the same amount of lighting and fertilising.
