I'm starting a tank in an air-conditioned environment and the water temperature is likely to be in the range of 20-23C. Any advice on what kinds of plants especially thrive in chilled water like this?

Is there anything I should watch out for pertaining to tropical flora/fauna in this range of temperature, which is lower than usual?

Actually pretty much anything you choose (stem plants-wise) can thrive in that temperature.

The madagascar lace plant loves those colder temperatures and is a pretty plant to try if you want.

Ich[white spot] tends to strike fishes[typical in planted tanks] in temps lower than 27C. You have to look for fishes that are from more temperate climes.
At 20-23C it will probably be a slow agonizing death for the fishes.

Actually for the fishes.. if the temperature in the tank is constantly at around 20-23.. then it should be okay.. As long as you know it does not fluctuate about wildly day and night.. they should not get ich.

When introducing new fish though.. you have to make sure to acclimatise them slowly.
