Don't use undergravel for planted tank because:
1) undergravel will suck fine substrate
2) plant root may block the filter
These are 2 reasons that I can think of, might be more
Even if you're not planning to have a planted tank, I would suggest you go for a above tank filter, for ease of maintenance.

Weel, it is going to hold goldfish and plastic plants. The only reason why I would have used an undrgravel filter is becuase it is out of sight, and quiet.
if you are going to keep goldfish, better go for the top filter type as it is the easiest to maintain. Stackable if got more cash to spare. Can fit more filter media as you know, goldfish feeds and shits a lot.
Under gravel many not be able to support the bio load.
External filter going to be clogged up with all the shit and you have to wash regularly, too troublesome.
