From the picture, it do looks like either hair algae or brown algae. You may want to try yamato shrimp which will eat it.
its brown, a little fuzzy, and ugly
my ottos and SAE don't touch it, and it covers any new growth on my java moss within days

This is largely due to your SAE nibbling off the new growth of your moss causing injury and allowing the whitish fuzzy algae to appear on the injured areas.
