It is caused by friction. The flipper needs regular cleaning. Had used it for a 2 ft DIY CO2 tank many years ago. The disolution rate is so-so and the need for regular cleaning make it a no-no.
Just take it apart, soak it in a tray/plate of bleach solution for 5 mins. Take out and scrub with soft tooth brush.

is the flipper new?
if so, wait for a few days and see if the co2 still accumulate into a huge bubble.

I think if you have ensured that the flipper is in upright position, and the problem still persists, then give it a few days for the colonization of bacteria.
Once the colonization begins on the flipper, the slimy deposit should aid the movement of the co2 bubbles.
Guys
The flipper is 2-3 days old. Yesterday i observe that there is 1 small bubble breaking from the large bubble. Hopefully everything will be fine in a week's time.
