I presume that the Indian puffer you are referring to are the dwarf/Malabar puffers?
Pluck your riccia? I think they are merely picking at potential food among the riccia, they aren't herbivores and they don't mess with plants.

As a summary, dwarf puffers mostly require live/frozen food, not easily weaned on dry food and may nip at fins of fishes due to their territorial and curious nature. If you are thinking of housing them in a community tank, be aware of their requirements and behaviors.
