Is 20+ of Harlequin Rasbora in a medium heavy planted 2ft tank too much?

I'm running 2bps of injected CO2 and does the EI method of fert dosing for this tank with 2x36W of PL lights, initially it's ok but since I added 10 more 8 banded barbs, 20 yamatos and about 100 cherry shrimps, the tank seems to be lacking of oxygen. The livestocks are all surfacing to gasps air, so i have to drop in an air stone to help with the lack of oxygen even when the lights and CO2 are on and off at night.

So its the live stock too much? One thing though, I find that my plants don't bubble anymore And I don't like the idea of the extra air stone. I suspect my plants are not growing well, thus not producing enough oxygen?

8 banded barbs are Eirmotus octozona? Stocking looks okay.

Is there any water surface movement? Some gentle water surface movement will help with the gas exchanges and increase the rate at which oxygen can be dissolved into the water.

However, some CO2 may be lost as a result of this, but can be compensated by the increase in CO2 injection.

Yes they are if I'm right.
My tank temp range 27++ to 29, and yes I have two DC fans blowing air across the water surface.
I'm afraid increasing CO2 will kill the live stocks, Last night after lights off and CO2 off for an hour, I shut off the air pump to the tank, this morning all my yamatos died plus a few cherries. All other cherries and ramshore snails and fishes are at the water surface gasping for air. So i turn the air pump back on before going for work.
Just to note, I just change the PL light tubes to new ones, both 36W 10000K.
I guess my plants not making enough O2, or my water circulation is not good?
