Looks like bladderwort weed to me.

    Does it have 'bulbs'?

Is it something like this (the light green one)

Its not an algae, this belongs to the Utricularia species. Its a carnivorous plant.

It won't grow out naturally. It probably got introduced when you had the plants then introduced in the tank then. Normally once it establishes itself in your tank, for example in your moss, its almost impossible to get rid of them, unless you are patient enough to pull them out, till the last strand.

It devours micro-organisms and won't harm your shrimps.

It could be that 3 months ago, probably a small strand was trapped in some plant or somewhere.

They don't appear out of thin air and into your tank.

Only way to remove them would be as mentioned, manually or by removing your moss and re-starting it.

The bladderwort will form to become a big mess if left unchecked.
