what are your water conditions? Are there any other inhabitants in the tank? Have you added anything new to the tank recently?

i have a comet and two tiny fish which were given to me and not sure what theyre called. havent tested the water, could it be something to do with the ph? only recent changes to the tank is a new plant and the fin rot treatment which i added once a day for 7 days but have stopped now because there were no changes.
could it be acid burns?try giving some other information?is the water well aerated?if yes then it should not be acid burns as that occurs when CO2 concentrate in the water and increases acidity that corrodes the fins.
Also, high levels of nitrate would be damaging too. Not sure if it would cause the fins to look that way, but would definately would make the fish less immune to disease. how big is the tank?
I don't know if this is a good thing to suggest or not, as I have no experience with goldfish, but maybe trying a salt bath would help. I don't think you should try it unless you get more peoples advice on it.
How old is the black moore? Do you siphon the gravel when you do water changes? How often and how much do you change at a time?

I agree with interestor, I had the same problem with my discus recently because of the carbon filter I use is too old and I suspect bacteria build up in the clogged pores as well as carbon leaking the chemicals back into the water. What I did is change the carbon, added some PP and salt and do frequent water change and it went away.
If yours is a planted tank, adding salt and PP may be a problem for the deco.
