That is Jalan Sumenep LFS complex all right. Located at Menteng area, it is more like a long alley of market, with plant section located midway. Ask your cabby or friend for pasar ikan hias sumenep at Menteng/Taman Lawang.

If you are going to hunt for plants, weekends is the best time.
New stocks would usually arrive and be sure to visit early if you intend buying in large quantity or hunting for certain plant (the fact is most of the time there will be more than enough number for you to buy).
Stocks usually does not last too long for more than a week or two as most seller does not have proper life support for aquatic plants.

Plants are being sold in tanks and buckets, mostly sun dretched. Usually the plants are half emmersed form with the rarer ones placed in shaded areas to minimize algae infection. Be sure to bargain when you shop and it is good if you know the local prices as vendors may overcharge unfamiliar faces. A general rule of thumb is to bargain half price and try your luck.
Keep your eyes open as sometimes non-aquatic plants are displayed as aquarium-compatible.

On weekdays it would take a long time due to heavy traffic. About 1/2 hour or so on Sundays. Not too far away from bunderan Hotel Indonesia.
You may also want to try Jalan Kartini (Near Pasar Baru) and Jalan Makaliwe (Near Jalan Latumenten) fish arcades. There is also this one fish acrade at Kelapa gading, I think it is at Jalan Pelepah Pisang.

I would still recommend Jalan Sumenep if you are looking for general common plants.
