This plant began to sprout in a friend's tank some time after he started planting. He did not plant it but had bought the tank and gravel from another person. So probably some form of seeds were in the gravel originally.

Anyway, the plant is very slow growing.

Nope... that's not Rotala indica. R. indica grows fast and the leaves are more elongated then that when submersed. The stem is usually brown/orangy/reddish too.

Why use punctuation? See what a difference it makes:
A woman, without her man, is nothing.
A woman: without her, man is nothing.

    It should be Rotala Indica.

It's not. Rotala indica has longer thinner leaves. These ones are rounder and the plants very slow growing.
The above photo shows the plant with the same kind of leaves since the day it sprouted from the gravel. It's not grown emersed.

Although the Rotala indica= Rotala rotundifolia previously in Tropica.com, Taiwanese used to calling the plant in the picture above as Rotala indica(It has been shown in many Taiwanese magazines and books). In fact, the plant above is very common in LFS.

I don't trust the Taiwanese with scientific names, although they may be very good planters.
why I don't do garden hybrids and aquarium strains: natural species is a history of Nature, while hybrids are just the whims of Man.

OK. I asked Robert from Mr Fish. He don't know the Latin name but the self-descriptive Chinese name is "Indian Small Round Leaf" (yin4 du4 xiao1 yuan2 ye4). Well, at least we know it is from India.

Yes, Yin du xiao yuan ye = Rotala indica as shown in many Taiwanese book and magazine. Btw, since it's Latin name is not convincing enough , we have to wait for botanist here to clear the doubt.
