Method of refilling water during water change

I'm currently refilling the tank during water change straight from the tap. And I slowly add in anti-chlorine/chloramine to the outlet so it will be mixed into the water. Will that be sufficient? I'm currently suffering from about 0.5-1ppm of ammonia in my water, 2 weeks old tank, using ADA soil so I'm wondering could it be my water change method killing bacteria and filter cannot establish properly.

what i do is put the full recommended amount of anti-chlorine near the hose outlet while the water is flowing in. my reasoning is that the anti-chlorine should be rather harmless to the fish especially for a short period of time, and the water will be dechlorinated as it hits the tank due to the "excess" anti-chlorine already in the water.

That's what I'm doing. Not sure if the anti-chlorine needs time to react with the water.

when i just started using ADA soil for my shrimp moss tank i do water change 100% for the 1st 5 to 6 days. .after 2 weeks of cycle i slowly intro my crs inside. after now is about 2months already i just only change 30% or water and every time i water change 30% i just put 2drops into the hose to prevent ammonia.
