If I remember correctly, Faststone Photo Resizer can extract the EXIF info and than put it on the photo. There is a batch feature which will basically process all photos in a certain folder automatically. You can choose the location of the info (i.e. center, left, right, top, bottom).
If it's not Resizer than it's the Photo Viewer.
