i also have this oil layer problem in my planted tank, but as adviced by a bro here, i used an airstone to bubble the surface and after two days, all the oil is gone.

airstone will have impact on your CO2, so if you happen to use it turn it on during light off time.
airstone need airpump, and airpump very noise.....
yup i only use the airstone at night, morning is used to bubble ageing water and also bbs... air pump is in my living room so i think the noise problem isn't that great... but of course the proper way is to use a surface skimmer no doubt about that...

If it's a small tank, a HOB filter will take care of it.

not really been using HOB on my 1ft tank, and it does not clear the surface. By the way some HOB brand have surface skimmer attached.
Maybe a couple of mollies for your tank? I have seen mollies in my tank eat up the surface oil in a day when I added them. You can remove them later if you want though if you can get those pretty ones you can just leave them inside.
