Urgent Help!! Is my Resun650 spoilt?

I have the CL650 for a year and now it has developed the following symptioms:

1) Temperature reading shows 30-31 deg though thermometer in the tank shows 26deg. The chiller is already at its fullest offset at -4 deg

2) Chiller runs wholeday non-stop. seems to be not able to cool down the tank

i have already tried to off and on the chiller but to no avail.

Yup.. Looks like it's time to send it in for servicing.
