Yes. Dead spot means waste can be accumulated at the area, resulting in higher concentration of ammonia to be released. As a result, algae feeding off this well of nutrient. From personal experience, when my moss in area of bad circulation is not cleaned periodically of the debris from the yamatoes waste, I tend to get staghorn algae pretty easily.

Personally, I'm using two methods. One is with outlet using a rainbar placed vertically downwards on the same side and area at the inlet. So that water is pushed around the entire tank and then back. So looking from the top of the tank, the water travels in an anti-clockwise direction around the tank.
The second method is by a lily-pipe. Also putting the inlet and outlet on the same side of the tank. Outlet Lily-pipe more to the front glass and inlet more to the back. From the top of the tank, water current travels in a clockwise direction.
