Damselfly nymph. It's a predator that will feed on shrimps and tiny fish, so it's best that you remove them whenever you see them. Safe with larger fish though; larger fish might in fact treat them as food! You could keep some damselfly nymphs on their own in a separate container and feed them with Tubifex, brine shrimp or any shrimp culls (they're also cannibalistic, so the larger nymphs will prey on the smaller nymphs as well). Quite cool to see how the nymph catches and eats prey. When it's ready to transform into an adult, you'll see the nymph crawling out of the water, preferably onto a twig or rock. The skin will split, the adult damselfly will emerge, and once the wings have hardened, it'll fly off.
Damselfly adults and larvae are important predators of smaller insects, including mosquitoes and mosquito larvae, so they're definitely beneficial to us. But still, they can be destructive in a planted setup with shrimps.

they are kinda vile to catch and kill trying to escape and wiggle away
any idea on how long it takes for them to breed or whatever? so i know if i keep killing them they won't repopulate
Damselflies can remain in the nymph stage for a long period of time, anything from weeks to months or even years, depending on the species and environmental conditions. Your best course of action would be to inspect your plants and quarantine them before putting them in your aquarium. On the other hand, it's possible that the damselflies have discovered your aquarium and are behaving just like they would with any other water body, as a potentially good place for their young to grow. You might want to prevent the adult damselflies from treating your aquarium like any ordinary pond/drain and laying their eggs inside. Best is to use a cover with wire mesh or some other way to prevent the female damselfly from reaching the water.

i have a lid and wouldn't think anything could get inside it unless when it was opened to feed/clean/water change
i will have to keep taking these little pests out until they are extinct

quick update
i took everything out my shrimp tank excluding the shrimp and as i was taking things out they all began to leg it so i caught them fleeing
also when everything was out the tank went through all the moss in a sink and lots of water and rinsing
also also swished the sand around made them easier to see and catch when the tank was empty
let the sand settle and then repeated until when i swished the sand around i couldn't find any floating around or swimming
double checked and cleaned moss,sand,breading pipes,filter,plants and drift wood making sure not to have this mess again
a day on tank cleaned right up perfectly clear water again and all parameters in line as they were
i think i caught about 25 of them total....scary really i thought i had them all when i took 6 out lol
my shrimp have never been so active until now
they are all out eating and searching around not worrying about predators

Look like seed shrimp (ostracods) to me; they're harmless (and are in fact eaten by fishes), so they're probably not the cause of your betta's death (unless he choked to death while eating them).

If it swims and/or burrows around the substrate, likelihood it's seed shrimps. If it's slow moving, usually on glass panels, then possibly it's freshwater limpets. Both are harmless to shrimps and fishes but aesthetically, not very pleasant.Originally Posted by munkytec

dig it out then..you won't want to risk it eating up your shrimps..it is a fierce eater..you may want to see videos of it eating up fishes in youtube. Just type dragonfly nymph eating fish..
