maybe the filter such out the air from surface skimmer?
My eheim 2028 is connected to a reactor (3 balls type) and a surface skimmer. But how come the co2 is not swtch on and yet i can still see bubbles in the reactor beinging blow out?
Please help.

if you are using the normal black color surface skimmer, don't know how you call it
There shuld be knop that you can turn to control how many % the water coming from the top. I'm just guessing here.
The bottom i adjust to make it abit higher so that the top part can get in more water.

You should adjust the skimmer such that the top sucks in just nice on the surface, when you see that water around it is moving towards the skimmer....
As for air in your diffusor, it might be leftover CO2 from the last photoperiod when your CO2 was switched on. On the other hand, your CO2 cylinder / solenoid (if you're using one) might be leaking...
