the top skimmer works quite ok but need to "reset" it once in a while ...

im just wondering whats the stick in the center for ?? sometimes turn all the way left it will work sometimes doesn't

if the stick is turned either to extreme left or right does the bottom suction still work ?

that stick is to control the water flow. Whether you want more flow from top or bottom. You should set it until you see the water level inside the white clear floating tube half way. If you set it 100% flow from bottom then your surface skimmer will not work. If 100% from top than there is possibility that filter will suck air and causing air lock.

yes the inner one, you should be able to adjust the water level inside those white clear floating tube using the stick tinggy. By the way, those white clear tube is also trapping the air to keep it float, I usually set it also to half, this one is harder to set. I use straw to such little bit of the air.
