Maybe can use a crocodile clip, screw a computer fan onto the hole at the handle of the crocodile clip. The crocodile clip can clip onto the bracer while the angle of the handle will point the fan just nicely at an angle to the water. A pic of what I did some years back for my shrimp tank. That time I use the lower handle of the clip, if the fan is too close to the water, can try the upper handle of the clip.

P.S Just an idea and be aware that computer fans are using DC, mains are AC, so cannot directly plug a DC fan to the AC mains.

Best is if you can find a purpose designed aquarium fan than has some holes that allows you to attached the crocodile clip to it or you can find someway to use cable tie to attach the crocodile clip to it. Better than risking electrical stuff.

I DIYed that because I had 3-4 computer fans and a PSU unit that had a reputation to be very unreliable for computer use lying around.

The methods involve live electricity and can be risky. I do not encourage anyone doing it without proper training. Find a good aquarium fan and think of how attach it to the tank in a safe way.
