    Depends.

    On how much fish you have relative to the tank size, and how heavily it is planted.
    I've known of people with low tech tanks which have very low bio-load and no water changes, just the occasional topping off of water.

    I would say that you still need water change although depending on your setup, you still can get away with minimum amouth/less frequent water changes. The reason is there might be some stuff that cumulative into dangerous level after periode of water top up. Water is evaporate but other material stay behind. Not sure what material is that but it might get dangerous to the fauna if the concentration to high. Water change will reset that.

    I find that the fishes seems to be more active after a water change. Normally my kullies would hide within the plants at the bottom but after water change, the will be swimming all over the tank for a day. This is especially so if I had not done a water change for about 3 weeks or more. But I normally do a water change every fortnightly.

    I believe regular water change is necessary. Mine is a low tech and not heavily planted tank. Skipped water change for 2 months, disasterous result. Whole tank filled with algae. Now I need to redo the entire tank. The lesson I learned was to do diligent water change every week or once fortnight. Flora, fauna and oneself will be happier!

    Are they swimming non stop all over? Its a sign for distress, probably due to the water change.They will calm down when they get used to the new conditions. Normal kuhli loach behavior would be either hiding or foraging at the bottom or among plants.
