quiet fan means lower performance, ie. lower rotational speed.
for dc fans, look for those with low current ratings of < 150mA or 0.15A.

Actually my fan on its own is very quiet, i.e. just left it on the table. However, it's quite noisy when it's inside the cabinet, even with the doors closed. I am not sure if the noise is due to the fan speed or due to the fact that it's inside a cabinet.
Have to disagree with you. The design of that fan is different from conventional ones. It is based on the fan blade you see in your air-con unit.
In fact it is more efficient than normal blade rotating fan. That's why its high cost.
The input wattage I remember is only 5 watt.
Last I saw Y618 still selling. Try to get the older model with the metal casing. I find the new model with plastic casing not as quiet.

the fan you mentioned is a radial flow fan which offers a low airflow rate.
a "conventional" fan is a axial flow fan and it offers high airflow rate.
and a "conventional" fan of 12v and 0.15a consumes only 1.8 watts.

eh. ok. when you use a 9cm fan with 12v ,0.6mA and 9cm with 12v ,0.2mA u will know the diff.
more current it's draw and more RPM it's turn and more time the blade cutting the air per revolution... more noise there will be.
exp(1).. When you use a 9cm 12v, 0.2mA power fan . it is trying to suck or push air through the 9cm hole with less air push or suck through the hole...and the fan blade cut through the air slower.. hence... less friction is produce ..aka(less noise and CFM)
exp(2)... When you use a 9cm 12v, 0.6mA power fan . same logic. but now it use more power... 3Xtimes more power .. it try to suck or push 3X more air through the 9cm hole and the fan blades are cutting the air at almost 3X per revolution... Hence... more friction are produce...aka(nosier and bigger CFM)

think i posted my DIY at arofanatics some time back. Basically, i do not buy aquarium fans but modify existing slient PC fans to cool down my 3 gallon tanks.
You would probably need some hanging bars, a AC/DC adapter, a custom AC/DC->4 pin fan connector, and of course any thermaltake,scythe,cooler master fan will do. Maintain a low voltage of 4.5v instead of 9v will cool tanks to about 26 degrees with 0 sound.
Woo. 2 in one DIY. a cooling fan Plus moon light ^^

any 12cm , 12vdc draw less than 0.3mA are quiet fan
any 9cm, 12vdc draw less than 0.2mA are quiet fan
if u wan to tune the fan speed by your own. u can buy a 10K Ohm variable resistor , join it in series with the fan . so u can lower the voltage as u like ^^
