Just speculating here... most likely caused by bacterial boom.
Hi guys, a friend of mine a week ago has set up a 5ft tank with normal substrate, a 1,200 l/h canister filter, and has planted some pearl weed in it. He's currently cycling it with some tetras. He also did a 1/4 partial water change last weekend. However to date, the water is still foggy.
Can anyone please advise what may be the cause of it? Thanks!
Next project: Converting my 3ft freshwater fish planted tank into a shrimp tank.

check if your friend still have some budget or not cos then he can invest in a UV filter to zap out all the bacteria bloom and the UV lamp inside the filter will do the job just fine
and when your friend do the water change did he pour in de-clorinated water or fresh tap water?
do not use fresh tap water with chroline to clean his filter equipment esp on the bio rings substrate portion otherwise the chroline will kill off all the good bio away and causes this bacteria bloom of cloudy water
