live rock are the rocks harvested from the sea. during the transportation/shipping, there will be significant die-offs on the rocks (bacteria as well as organisms), so usually curing is subsequently done, i believe, to allow the die-off to finish so that it will not pollute the water when u put into the tank. Curing does not kill everything inside the live rock. Eventually the surviving organism will replenish themselves.
And yes you can create your own live rock from coral rocks, but it will take some time for the organisms from the existing live rock to spread. HTH
