your CO2 and tank looks good. Think that you would have to put in an additional 2x36W PL to make it at least 6x36W PL for your lights. Gravel - if you want to save cost, think someone here is giving it away or selling it but must collect by this week.. Dont think your substrate and gravle are enough.. There is a calculator here somewhere to calculate the amount you need...

what you can do is come up with a list of plants and let the rest of the guys here help you out on the difficulty part rather that let us pick something you may not like. I find that all plants are do-able, just depends on the difficulty of it.

    Gravel + base fert
I would recommend 3" of base fert and 1" of gravel. Having said that, maybe 1 bag of lonestar gravel and 8 packs of basefert.

    Filter
Filter is abit undersized. Normally the flow rate should be around 3X the tank volume (juz a guide).

    Lights
Flourescent lighting, we normally use a guide of 3W per gallon. Your tank should be around 69G which. 4X36W would give you around 2W/g which I think will be not enuff. Idealy, 6X36W would make more sense, esp if you're intending to grom high light demanding.
    Cheers!!
