Do you mean BBA ? If so, try SAE. But they have their limitations. Otto will not help. Long term - take care of your C02 and macro plus micro nutrients.

Confirm - your tank is inbalanced. Small plant mass, Lotsa fishes, overdose of fertilizer, plus too little CO2. It can be any. please post your tank spec. and dosage frequency.

2ft tank, internal filter(upgrading to DIY external canister soon), DIY CO2 @ 3 bps, 36W PL light(bought yesterday), over $15 worth of java moss and string moss, 5 bettas , unknown number of yamatos and GAEs. 3 ottos.

dosage frequency: as recommended by Seachem

I suppose this is a moss tank. You need no CO2 for moss tank. And you need to reduce the tank temp to at least 28 deg/C. However, reduce your light turn-on duration. Also, Seachem recommendation is applicable for tank with consistent CO2 supply. I am sceptical about DIY CO2 especially you are new to the hobby (no offense).

Green water simply indicate that your water column is too fertile. And the moss is not consuming them as quickly as your dosage suggest.

its below 28 degrees. i am aware that my water column is too fertile. so i just let the green water die by itself?? or should i do regular water change??

UV will prevent green water, but it is an investment. Anyway, just change water everyday until the condition is ok. Water change always help. Algae will not died by itself. Have to go in - remove and kill.
