I don't think there is a grading system for cardinal tetras. They are mostly wild caught, and priced by size.
If anything at all, the more fussy hobbyist may be more particular to make sure that there are no fin burns/torn fins and that the fish does not have a sunken stomach. Coloration can always be 'improved' with lower pH or blackwater extract.
