Check for loose connection, that time when i bought an aqualux PL tube and it didn't work too, brand new out of the box.

What i did was use my mulitmeter to test for Ohm and it didn't show anything, went back to change another one with the aid of the mulitmeter it did show value so i took it back.

Ballast connection area check for loose wire.
Maybe if you want to bring down to Nature to check it out.
    Cheers!

if your light is not using eballast, you can check whether the starter is ok.
loose wiring or loose contacts are possible causes.

stw: WAIT!!!!! don't do anything yet! if you just bought it, pls go return it and get a new one from the shop you bought it from. if you open it up and all, wait the shop don't let you change for a new one!! if its an old light, then by all means do as the rest advised!
