Hi Aquarius, yes plants still need No3 and PO4 and as Justin said, Flourish contains small amount of these, albeit insuffcient for the purpose of EI method, which I believe you have in mind.
Just want to share with you my fert regime of this tank. I have been a fan of EI method since Tom Barr introduced it a couple of years back. (? or longer?) EI works very well to provide my tanks with lush growth and trouble free. In brief, EI theory is to provide all parameters in excess to ensure none of them is limited and without painstaking measurement. The most appropriate candidate for EI, in my personal view, is high energy tank. High energy tanks are those with high light, with lots of nutrient hungry plants, co2 on the high side, good frequency of WC plus EI and Trace fert regime. This sort of tanks are those where you want to see lush growth and vibrant coloration in the tank and you enjoy trimming on a weekly basis. My other tank 'Joy of Harlequin' is in this catergory.
Back to this 4ft. This tank has been with me since 2003 with no major 'overhaul', meaning without digging out of substrate. Base fert, the same and should have been bottom up by now. But the layout had been changed several times. At the initial stage of this tank, I had had my share of bouts of algae. You name it, I had it, one after another if if the algae had an agreement to stay one after another. I had attempted a variety of fast growing plants and did EI method on it. Thereafter I noticed since in or about 2004/5, this tank has not given me any more problem and no visible algae found. I believe it has since matured and stablished. Hence, I am experimenting different approaches, including recently, going slow on lights, and keeping not-too-fast growing plants. Co2 is still on slighly high side and I could keep off EI approach due to the fact that NO3 is a very precious commodity in S'pore now.
50%WC every week.
