Thinking of making a high slope for my tiny tank..
    see attached picture.

wonder how to do it with water inside and the gravel won't be flattern.
    put stones behind?

Nope. Even with stones behind/beneath the gravel, the gravel will eventually flatten out and expose the stones.

My best guess is to use stones or driftwood as terraces. That will prevent the slope from flattening out, but they will be visible. You can hide that with dense planting... assuming you intend to cover the slope with some form of carpet plants?

If you do plant creeping plants, in the long run the roots will hold the slope together. In the same light, if you uproot those plants, you will find some the slope crumbling down.

Why use punctuation? See what a difference it makes:
A woman, without her man, is nothing.
A woman: without her, man is nothing.

I've seen a tank where terraces were built using acrylic sheets instead of rocks. Being transparent, acrylic may be less visible than rocks if planting is sufficiently dense.
