    What are they?

    Normal filtration will clear?

Will this block the light to the plant?

they are photosynthesis by product from plant. You need to add surface skimmer. It probably won't block light that much but it block the O2/CO2 exchange between water and surounding air

Oil film is a by product of photosynthesis and it is harmless to plant and fish. However, if yours is not a planted tank, then it is something else.

Since yours is only a 6 inches tank, you can try to increase slightly water surface agitation. Alternatively introduce either a small guppy, platy, or molly into the tank. These live bearer is known to eat up the 'oil film'. Or you can manually remove it if you find it unsightly.

Guppy should eat the film, surface agitation is surface movement. In my opinion, surface agitation does not work that well (not as effective) compare to guppy and surface skimmer.

It takes a while before the filter mature (3 or 4 weeks), but you can try to put 1 fish. It will also help to start the beneficial bacteria colonies.

I am not sure, surface film could be protein, do you have a surface skimmer ? if not as recommended by most of us, install a airstone to encourage surface agitation.

Its possible as some known pellets have been known to excrete a fair amount of oil if left uneated for too long. I used to use Hikari pellets for guppies, didn't have this problem, should be fair if you are considering an alternative.

Add in an operational air stone, midway into the water, it'll clear up in a while. Do this when ever protein builds up on the surface.

What I do is I change 1 small disposable cup full of water everyday for my 25cm tank and in the process I scoop away the surface "oil like film" (just like how you would clear away the top layer of oil from a pot of soup).
