Unknown Growth on Holland Rams.

Hi pple,
recently I notice that one of my holland rams have some unknown growth on it's head and scales, I try to peel them of treat it with some yellow powder recommend by LFS but the growth came back again. The ram now is getting thinner so is this growth something similar to cancer? tnks
