    I intend to use my spare filter(DOLPHIN P-70 for my office 2 feet tank.
    Any ways to make the suction weaker?

    Stuffing your filter with media usually reduce the flow rate, but why would you want to do that ? A smaller filter with less flowrate/hr would have been a better choice.

    i bought this OHF with my tank previously
    want to set up a crayfish tank in office, hopefully can make good use of it instead of buying another...cut cost haha

    A sponge on the inlet would reduce the flowrate somewhat but I'm not sure whether there'll be any detriemental effects.

    What i did previously for my shrimp tank was to stock media into the filter to the brim, adjusted the circular edge and clamp a course sponge to restrict outflow. Just make sure you siphon big debris in your filter and ensure they dont clog during each wc.
