They're planaria, flatworms which live on decaying matter and excess food in the tank. There are several ways of getting rid of them, i believe some guys here have posted the designs of traps meant to help lessen their numbers. Maybe try searching for "planaria" and "trap" using the search function
Do they do any harm? since they help you get rid of your "decaying matter and excess food"
They are not actually harmful, just perhaps rather unpleasant on the eyes. The sight of them swarming over dead shrimp or fish corpses can be really disturbing.
