cerium oxide for scratch removing

Hi all,
Have any one tried removing fine scratches on tank glass with Cerium oxide as mentioned by some of the thread.
1. Is it effective?
2. where to buy cerium oxide?
3. Any risk to the fishes/plants if not clean properly?
