For 3litre, it looks to be pretty enough. So long as you have sufficient bubbles to help break the water surface, CO2 would escape.
As for cleaning, boiling and dipping in vinegar will help remove the deposits stuck in the stone.

tried using the plastic "head" and it work perfectly

is this a new air pump? if not, you might want to check the air filter. it may be clogged.

follow tb on his suggestions to check the filter if its old. Should be easy to screw off part of the filter to clean them.
I soak my airstone, diffusors in bleach/ hyrogen peroxide for about 1-4 hours and overdose them in dechlorinated water overnight before putting back into the tank. You might want to use warm water in your 2nd dip as this will break down the bleach further.
sometimes when airpump is weak, it's due to the rubber diaphram. It may have a tear and air is leaking out. Open the pump casing and check the diaphram. If broken, buy a new one from LFS to replace it.
