as above.. its a 1ft cube.. tank has been running for a total of 1week.
using hang on filter filled with carbon in it an0 sticks of biohome plus(which is already seeded in other filter, i simply took it out and place in this tank's filter)

changed 2 times of water 50% each.. soil using ADA II and Dazs soil.. have about 10 endlers in there since day 1 for cycling purpose. none dead so far..
    tank quite heavily planted.

as im in need to transfer a Apistogramma. eremnopyge(wild) into a tank urgently.. so was thinking if this 1ft cube is cycled..
    thanks

It is cycled when your ammonia/nitrite reading should be 0. However, the normal cycling period may not be applicable since it is a heavily planted tank.

If your plants are growing well, it should be okay to introduce more fish, provided you don't overstock. The plants uptake NH4 readily, so it shouldn't be a problem.

Planted tank doesnt apply to nitrogen cycle. Peter highlighted this a couple of weeks back. Guess there is a difference between actively reading and actively posting. The later learns nothing.
