Very likely there are food or other particulars, edible or not, in the mouth. Give it a shock or something. I used to have an altum like that for a week. I knocked at the glass and gave it a shock and solved the problem.
The mouth of my Dwarf Tetra stays open. I looked into its mouth and I see nothing.
