should not be to fish/shrimp, though it would probably be good to push it back down again. The bigger risk is that your ferts from the tablet might leech into your water column and provide more opportunities for algae bloom
I start to use Sera Tablets for my plants.
However some of them is now expose from the sand.
Is it dangerous to my fish, shrimp ?
